The ACDP spoke out against the dis-establishing of the Finance and Procurement Committee, the a Special Council meeting held in Durban today.
The Finance and Procurement Committee has been one of the committees that has helped curbed financial mismanagement, fraud, irregular expenditure and corruption in our Metro. During the 2010/11 financial year, the Auditor General uncovered fraud, corruption and irregular expenditure to the tune of some R1.3 billion. The Finance and Procurement Committee was established in 2011 to curb the rampant fleecing of the public coffers in the city. In the 2014/15 financial year, fraud, corruption and irregular expenditure in Ethekwini Metro was reduced to some R300 million and the Finance and Procurement Committee, had a huge role to play in minimizing corruption.
The ACDP believes, it is a given, that where more transparency and accountability exists, the rate of corruption and flouting of the MFMA and SCM Acts, decreases.
It therefore makes no sense to dis-establish a functionally successful committee on the grounds of duplication of land and reporting matters, which can be solved by simple administrative adjustments.
Moving the responsibilities and oversight of the Finance and Procurement Committee to the Executive Committee appears to be a move of expediency rather than one of good governance.
